Frozen Russian Assets – REPO Implementation Act (S.2918 / H.R.5835)

The REPO Implementation Act of 2025 would strengthen how the United States seizes frozen Russian sovereign assets and directs them for Ukraine’s benefit. The Senate bill (S.2918) was introduced in September 2025 and placed on the Senate legislative calendar on October 30, 2025. This legislation aims to make it easier to move frozen Russian central‑bank assets into accounts that can generate support for Ukraine’s recovery, reconstruction, and humanitarian needs.
